Postal is a modder tool. It's not provide a wizard creation tool, but is a start tool if you want create package and give a look at game's data.

What does it do?: It allows you to open up DBPF 2 files (unencrypted TS3 .packages) and poke around at their innards. It allows you to create new package files, load new resources into them, and save them. It provides a hex view of all resource types It provides previews of several resource types, including BodyBlend, Css, Geom, Png, Dds, Nmap, Text, Scenegraph, String Tables (STBL), Vpxy and XML formats It provides the ability to commit changes to a subset of resource types, including BodyBlend, Css, Png, String Tables (STBL), Text and XML It allows you to export resource files as files, and import existing files as new resources. It allows you to search over all the core .package files for resources to find resources with a particular combination of type, group and instance values.
