TS3 Unpacker allow you to inspect .Sims3Pack files. It is been written in Java and is available for Win, MAC and Linux.

Require: Require JAVA JRE (the second download of page). Usually you should have already installed JRE on your pc. So first, try to launch TS3 Unpacker. If it doesn't work, download and install JRE. You can also check if you have JRE from Control Panel→Applications.
Manuals: When you launch this tool you get a pop-up that ask you to choose a .Sims3Pack file to open. Then you can inspect the file contents. If you want open another file, just go to File→Open. If you want extract a resource, such as an image, select it from the left menu and just click the button on the bottom, Export. You can only view and export content, not edit them.

You can download it here. This tool is no longer supported because it is integrated in other tools. It's a simple zip file. After extract it you will find a .jar, a java executable file to launch when you need it with double click.
